In addition to employing full-time staff, the Cuyahoga County Board of Elections (CCBOE) also hires hundreds of Temporary Election Clerks each year to support election operations. Temporary Election Clerks work in various departments leading up to, during and following an election.

Job Positions

Ballot Preparation and Tabulation

Prepares ballots for elections and is responsible for ballot tabulation and election results. Tests all election equipment to ensure proper operation on Election Day. Conducts ballot recounts and election audits. Facilitates Voting-by-Mail, including military, overseas, nursing home, and hospital voting. Handles requests for Vote-by-Mail ballot applications, tracking ballots, and ballot requests.

Candidate and Petition Services

Assists candidates, schools, political subdivisions, businesses, municipalities, or any entity that wishes to have an item placed on the ballot. Processes petition filings for municipalities, candidates, and issues. Provides information on how to file election paperwork properly. Accepts and files campaign finance reports, and notifies filers of missing reports, or mistakes found during audits. Responsible for Early In-Person voting process.

Election Support Department

Responsible for polling location selection and assuring accessibility for all voters. Prepares and delivers voting equipment and supplies to polling locations prior to each election. Retrieves, inspects, cleans, and stores voting equipment between elections.

Registration Department

Processes voter registration cards and updates voter registration database (name or address changes, new registrations, and cancellations). Verifies signatures on petitions for candidates and issues, both locally and statewide. Mails voters election-related notifications. Uses Statewide Voter Registration Database to track registered voter population flow into and out of Cuyahoga County. Updates voter history after each election.

Election Officials Department

Recruits, hires, and trains Election Day workers, particularly poll workers to staff Cuyahoga County’s 967 precincts. Attends off-site community events and locations for recruitment purposes. Creates training curriculum (both online and in-person) for all Election Day workers and hires trainers to conduct the training. Assigns Election Day workers to precincts on a bipartisan basis according to the Ohio Revised Code. Processes payrolls for all Election Day workers. Tracks Election Day performance of temporary and full-time staff and makes changes to procedures as needed.

Community Outreach

Serves as the media contact for election information and news interviews. Groups and organizations may request a representative or voter education information for an event where voter information and/or a presentation is appropriate. Attends various community events throughout the year to educate the public on voting. Handles coordination of the Board’s bilingual election program, including Spanish-language election publicity and education.

Fiscal Services

Prepares, oversees, and manages the annual budget and administers and controls all bids and contracts for goods and services. Responsible for creating the biannual agency budget and processing payroll for all BOE employees, both full-time and temporary.

Human Resources

Responsible for employee recruitment, scheduling, and benefits administration. Updates employment records and explains human resources policies, procedures, laws, and standards to employees.

Information Systems

Manages voter registration database and all election information, and ensures information is posted on the Board of Elections website. Draws precinct boundaries according to State law. Ensures voters are assigned to their correct precincts. Responsible for all technological needs of the agency, including maintaining the email system, troubleshooting computer software and hardware issues, and more.
